Patrick Olp for City Council Ward 5 - Billings, MT

I am a lifelong Billings resident who is running to bring thoughtful, collaborative leadership to the Billings City Council.

I believe there are several things we need to focus on as a community, but here are the three issues I feel the strongest about:

Public Safety True public safety means creating a community where everyone thrives. I'm committed to fully funding our police and fire departments and ensuring our first responders have the resources they need. But safety is more than emergency response—it's well-lit streets, vibrant parks and trails where families gather, and programs that give our youth positive alternatives. By investing in our entire public safety ecosystem—from first responders to recreation spaces to mental health services—we build a stronger, safer community for all.

Affordable Housing Housing affordability requires smart zoning that creates real opportunities. I support zoning for higher density housing near transit, employers, and education facilities where it makes sense for our community. We should allow mixed-use development and multi-unit dwellings in commercial areas, bringing life to our business districts while creating more housing options. By embracing these proven strategies alongside first-time homebuyer programs and tenant protections, we can ensure teachers, firefighters, seniors, and working families can afford to live in the community they serve.

Economic Development A thriving local economy benefits everyone. I'll work to attract new businesses while supporting the ones we have through streamlined permitting and targeted tax incentives. This means revitalizing our commercial districts, bringing good-paying jobs to our community, and ensuring local entrepreneurs have access to resources and mentorship. By investing in infrastructure improvements and workforce development programs, we'll create an environment where businesses want to locate, expand, and provide opportunities for residents at every skill level.
